Reading it
Primary-sourced. The rulebook itself was fetched and read: 144 tiles of which 108 are suit tiles, a 13-tile hand, eight flowers replaced from the back of the wall, and an 8-point minimum enforced by a 10-point forfeit to each opponent for declaring below it. That matches the wiki's infobox and Sloperama's summary, and puts a number on the penalty neither of them gives.
